County Antrim Harriers Club Constitution

 

Introduction

(a) The name of the club shall be County Antrim Harriers.

(b) The club colours shall be a vest of green and white, with green shorts

Club Objectives (a) The objective of the club shall be to promote the amateur sport of athletics and community participation in same. The word athletics for the purpose of these rules shall mean Road, Cross Country, Trail & Mountain Running, Track & Field, Wheelchair Athletics, non-competitive running and walking.
Club Membership (a) Membership of the club is open to Senior Men, Senior Women, Veteran Men, Veteran Women, Junior Men, Junior Women, Junior Boys, Junior Girls, and Wheelchair Athletes.

(b)All perspective members shall within four weeks of taking part in club activities complete a membership form and submit it with the appropriate subscription to the Secretary for acceptance or otherwise at a meeting of the Club Committee. Membership of the club is based on the principle of equality for all and is available to all bone fide athletes whatever their ability or background, and is open to all without discrimination. Membership of the club shall be open therefore to all persons irrespective of ethnicity, nationality, sexual orientation, religion or beliefs, or of age, sex or disability except as a necessary consequence of the requirements of athletics as a particular sport.

(c) The Club Committee may refuse membership or remove it, only for causes such as conduct or character likely to bring the club or sport into disrepute. Appeal against refusal or removal membership may be made to the members.

(d) The Club Committee at its discretion and only unanimously can confer Honorary Membership on any member or person who has given exemplary service to the club or athletics within Northern Ireland in particular and the United Kingdom in general. Similarly the members at an A.G.M. or E.G.M. can confer Honorary Membership under the same guidelines.

(e) The Club Committee at its discretion can offer and give Associate Membership in exceptional circumstances to individuals who have special qualities and expertise likely to benefit the club. Similarly any runner who lives permanently outside Northern Ireland but who would occasionally train with the club can apply for associate membership, and if in membership with another club can use County Antrim Harriers as their second claim club, if so desired. A token subscription would be appropriate in these cases. Members of other locally based clubs who train with County Antrim Harriers can also apply for Associate Membership at a subscription determined by the Committee. In all circumstances Associate Members have no voting rights, and cannot be an Office-bearer, Committee Member, or Trustee of the club, and cannot attend any A.G.M. or E.G.M. of the club.

Club Subscription (a) The Club membership year starts on the night of the A.G.M. Membership subscriptions are payable in advance and will be fixed at the A.G.M. and are payable on the night for all those renewing their membership or for new members at the time of joining. For new members joining at various times of the year the subscription is pro rata.

(b)Any member two months in arrears with their subscription shall not be permitted to represent or run under the auspices of the club and cannot take part in the club's handicap races or any other activities associated with the club.

(c) The Club Committee shall have the power to suspend any member whose subscription is six months in arrears provided that a month's notice in writing has been sent to any such member by registered letter, addressed to his/her last known address, informing them of the proposed action of the committee. The name and address of any such member so suspended from the club shall be sent to the Honorary Secretary of the N.I.A.F.

Club Coaches (a) All the club's coaches must have officially recognised coaching badges and qualifications. In the event of a club coach not having any such qualifications or they have lapsed, that coach must be suitably insured, indemnified and protected from any technical, legal penalties or liabilities that they may be compelled to incur.
Club Handicap Races (a) All the club handicap races will be organised on similar lines to open races with seperate men's and women's races therein, with 1st, 2nd, and 3rd. prizes in each category. Prior to each handicap race the Club Secretary will furnish the race officials with an up to date list of all fully paid up members. Only those on the list are eligible to compete, with their fully paid up membership subscription deemed to be their entry fee for the race(s).
Child Protection Policy (a) To ensure that the best practice is followed by County Antrim Harriers we shall work closely with our governing body. In order to promote the best practice in children's sport we shall comply with the guidelines of the Code of Ethics and Good Practice for Children's Sport.
Club Affiliation and Status

(a) The club shall be affiliated to the Northern Ireland Athletic Federation.

(b) The club shall be registered as a Community Amateur Sports Club.

(c) All surplus income and profits are re-invested in the club. No surpluses or assets will be distributed to members or third parties.

Club Trustees (a) The Club at its A.G.M. shall elect four trustees from among their current membership to whom the management of the club's property and equipment is committed and entrusted for the benefit of the club's members. All the trustees will be suitably insured, indemnified and protected from any technical, legal penalties or liabilities that they may be compelled to incur. Any trustee who ceases to be a member of the club immediately ceases to be a trustee, and the club committee shall have powers to co-opt a replacement trustee in the interim if deemed necessary, with all the appropriate indemnification provided.
Alterations to the Constitution (a) This Constitution can only be altered at an A.G.M. or E.G.M. by two thirds majority of fully paid up members and honorary members present and voting
Club Dissolution (a) In the event of County Antrim Harriers ceasing to exist as a properly constituted athletic club the committee will have the authority to hold an E.G.M. to discuss dissolution with all fully paid up members and honorary members duly notified, entitled to vote, with two thirds majority of the members present required to dissolve. In the event of dissolution the trustees, committee and members will sell off all its property and assets, settle any outstanding debts and liabilities, and shall give or transfer all such monies raised to another registered Community Amateur Sports Club, or to our governing body.
